According to the Article; "The "Resale Round-up," launched by the Consumer Product Safety Commission, enforces new limits on lead in children's products and makes it illegal to sell any items that don't meet those limits or have been recalled for any other reason."
Also it states: "
- "Those who resell recalled children's products are not only breaking the law, they are putting children's lives at risk,” said CPSC Chairman Inez Tenenbaum. "Resale stores should make safety their business and check for recalled products and hazards to children."
- "In order to comply, stores, flea markets, charities and individuals selling used goods — in person or online — are expected to consult the commission's 24-page Handbook for Resale Stores and Product Resellers (pdf) and its Web site for a breakdown of what they can't sell.
- "Violators caught selling anything on the enormous list face fines of up to $100,000 per infraction and up to $15 million for a related series of infractions."
This is a quintessential boon doggle, a make work for the cpsc, nothing more, all under the guise of protecting the children. The irony is & no this makes me suspicious because no one is talking about it is if you cant resell your old toys, where are you going to get new toys? Apparently you'll have to buy them!, from a store, all new. Now this could be a coincidence, except I don't believe in coincidence, where the result is, this kills of the used resale market & only allows an oligopoly of new toys only, with no secondary market it will force the market to maladjust to a now far more limited supply of not just toys with these lead plastic limitations, but also some types of clothing, don't believe me look at page 2 of the 24 page booklet in the link above, pay specific attention to the last line of not allowed items, if it seems vague , its suppossed to be, its a catch all rule, if they missed it before, they catch it here:
- "What you cannot sell or offer for sale:
- Products that have been recalled by CPSC. (see page 4)
- Toys and other articles intended for use by children, and any furniture, with paint or other surface coatings containing lead over specified amounts. (see pages 5-6)
- Products primarily intended for children age 12 or younger with lead content over a specific amount.
(see pages 5-6) - Certain toys or child care articles of Certain toys that contain any one(see six prohibited chemicals known as phthalates, which are primarily used as plasticizers. (page 7)
- Other products that violate. CPSC’s safety standards, bans, rules or regulations or otherwise present a substantial product hazard.(see pages 8-20)"
Don't Believe me go to the pdf link for the CPSC's manual read it. Its not illuminating, its all vague & intentionally so, then after you've read this please go to this link
If your not already a Downsize DC memeber join up then send your Representative & Senator an email on this travesty, this will effect GoodWill , St.Vincent DePaul, the Salvation Army, & many other similar agencies, please take to time to act & when you do please specifically mention this rule making by the CPSC.
